The process of evaluating procurement options must take into account the needs and perspectives of all project stakeholders and involve assessing a variety of factors that involve both objective and subjective considerations to arrive at the optimal choice. The analysis should evaluate project-specific needs and match them with the appropriate procurement method.
This includes examining different procurement options to determine the most effective way of meeting project goals, ensuring cost-efficiency, and managing risks and limitations, including recommending a preferred option.
The strategy must consider project packaging (both vertically (ie separation by geographical extents) and horizontally) (ie separating by trades in layers), bid bundling, bid costs, incentivisation and contract forms (e.g. construct only, design and construct (D&C), hybrids, etc.).
