We also provide claim management services, including the assessment of claims, negotiation of settlements, and resolution of disputes.

We strive to ensure that our clients receive the highest level of service and support throughout the procurement process, to ensure the successful completion of their project.

Procurement Services & Claims Resolution

  • The process of evaluating procurement options must take into account the needs and perspectives of all project stakeholders and involve assessing a variety of factors that involve both objective and subjective considerations to arrive at the optimal choice. The analysis should evaluate project-specific needs and match them with the appropriate procurement method.

This includes examining different procurement options to determine the most effective way of meeting project goals, ensuring cost-efficiency, and managing risks and limitations, including recommending a preferred option.

The strategy must consider project packaging (both vertically (ie separation by geographical extents) and horizontally) (ie separating by trades in layers), bid bundling, bid costs, incentivisation and contract forms (e.g. construct only, design and construct (D&C), hybrids, etc.).

Through these processes a shortlist of packages and procurement options (contract forms) can be determined, and these compared with reference to the following; and ultimately a recommended procurement strategy:

    • Market capability, capacity, and appetite.

    • Agency capabilty

    • Quantitative attributes of cost and time; and

    • Qualitative attributes informed by the Project Team survey

  • At Tetebala, we understand that drafting, amending, and finalising a contract for a for projects requires a high level of professionalism and precision to ensure comprehensive coverage of all eventualities. Our team provides a comprehensive Contract Administration Service that is designed to capture all parties' intentions, provide an efficient mechanism to address issues and effectively mitigate situations that may potentially arise.

Drawing on both our construction and design heritage and years of experience in identifying design/ coordination gaps that could lead to contractual problems to provide a comprehensive service that focuses solely on drafting the most suitable contract for the specific requirements of the project.

Through our extensive experience, especially with the AS2000 suite and GC21 contracts, our expert tender/ contract writing team provides clients with a thorough and inclusive service, focused solely on drafting the most suitable tender/ contract for the specific requirements of the project - for all.

    • Our process starts with listening to our clients so we fully understand their objectives and can capture their true intentions in the tender/ contract.

    • Review designs to make sure all aspects are covered in the tender/contract; including identifying design gaps or overlaps that could lead to contractual issues and advise on the best possible solution to address the issues.

    • Evaluate scenarios including delay, design changes, stakeholder and community issues and wide-ranging potential risks and provide a mechanism, i.e. precise tender/ contract wording, to address these issues.

    • Review tender/ contract wording, incorporating specifics of your job and utilising our experience and knowledge in that sector, to reduce the likelihood of an issue arising.

    • Assess the tender/ contract to ensure all eventualities are covered and reveal any further limitations and omissions before further client discussions and final amendments.

    • Provide you with the draft tender package including specifications.

    • Respond to any review comments

    • Deal with any queries throughout the tender process, including updating documents as needed.

Critical Path Scheduling/ Programming

When planning projects, effective critical path scheduling is a vital tool for maximising productivity, minimising cost, and maximising profit especially as time is a critical factor.

Forensic critical path scheduling is also crucial for evaluating and processing time-based claims.

Whilst creating an accurate critical path schedule is a complex task that requires specialised expertise, the results are commercially beneficial when done correctly, both in the planning and execution stages of a project.

With over 30 years of experience in infrastructure and civil projects, Tetebala’s personnel are acutely aware of the relationship between time and money and have developed scheduling and programming services to assist in managing this critical component.

  • Tetebala’s Scheduling and Programming service provides effective and productive management of time (and associated resources) through the use of leading software and highly skilled personnel.

Our programming professionals are highly regarded, with Andrew appointed as an Expert Independent Professional Advisor in construction methodology and scheduling for the New Zealand Government and various Australian Government agencies. His expertise in scheduling is delivering positive outcomes to major clients and projects across the region.

    Services include:

    • Strategic, concept and detailed design stage scheduling based on staging, constructability, resourcing and program contingencies.

    • Tender program reviews to investigate Principal exposure to potential claims and to ensure contractual compliance.

    • Determine indicative project duration during the planning stages.

    • Pre-tender programmes to determine constructability, traffic staging options and other items that could allow for design improvements.

    • Tender programs to optimise construction methodologies, reduce the tender figure and potentially assist in winning tenders.

    • Estimates and accounting analysis aligned with program cash flows.
