As the founder and principal of Tetebala, Andrew Garlick brings a wealth of experience, knowledge, and skills to the table, having spent over 35 years providing commercial and contractual management and administration for building and major infrastructure projects both in Australia and overseas.
Andrew's extensive skill set encompasses a wide range of disciplines, including building/ civil and commercial engineering/ management, construction law, contracts, tenders, procurement, program analysis, estimating, risk management, design, project management, finance, mentoring, and review and improvement cycles; all in accordance with good governance commercial frameworks, practices, and procedures.

Marshalls Creek Bridge Replacement | 2024 - Current
Andrew is undertaking the tender/ contract documentation for the construction of Marshalls creek Bridge Replacement. The Work generally involves the staged demolition of the existing bridge and construction of a new 30m long three span precast prestressed concrete plank on the Sturt Highway (HW14) at East Wagga Wagga.
Tenterfield Shire Council Disaster Relief Funding | 2024 - Current
Andrew is undertaking the tender documentation for various remedial projects for TSC. Because of the urgency of the situation the bespoke tenders developed by Andrew are a GC21 Schedule of Rates Design and Construct model. Andrew is also providing expert assistance in the assessment and awarding of contracts and ongoing commercial support.
Pitt Town Bypass | 2024 - Current
Andrew is undertaking the tender documentation for the construction of Pitt Town Bypass; consisting of the construction of a new two-lane road, including a new bridge over Hortons Creek, between Pitt Town Road and Buckingham Road east of Pitt Town.
New Dubbo Bridge | 2020-Current
Andrew’s initial role included external peer reviews of the estimate, constructability assessments and construction programming reviews, tender documentation and critical reviews of all tenders for construction of a new bridge over the Macquarie River and construct around 2.2 kilometres of new highway and intersection upgrades.
Andrew has been subsequently engaged to provide contract program reviews, commercial claims assessments and advice and is assisting in the negotiation and finalisation of claims for TfNSW.
Parkes Bypass | 2020-2023
Andrew prepared tender/ contract documentation and provided tender assessment support as an invited member of the TfNSW Tender Assessment Committee for the proposed 10.5km upgrade with key features that include: a two-lane road with five key intersections; a bridge over the Bypass on Victoria Street; a bridge over two rail lines and Hartigan Ave; realignment, reconfiguration and changes to local roads; and a new shared path for pedestrians and cyclists.
Andrew has subsequently been engaged to provide commercial claims assessments & advice and is assisting in the negotiation and finalisation of claims for TfNSW.
Jervis Bay Road Intersection Upgrade | 2022-2023
Andrew prepared tender/ contract documentation and provided tender assessment support as an invited member of the TfNSW Tender Assessment Committee for the new intersection between Jervis Bay Road and the Princes Highway, incorporating: Realignment of the existing Princes Highway, including widening from two lanes to a four-lane divided highway (two lanes in each direction), with median separation using flexible safety barriers, providing an uninterrupted through alignment for the Princes Highway, utilising an overpass bridge for the Princes Highway over Jervis Bay Road with two single-lane roundabouts below the overpass bridge.
M12 Motorway East, West and Central | 2020-2023
Andrew developed TfNSW tender/ Contract documentation for each of the three GC21 packages for the $2 billion project comprising the construction of a new 15km motorway incorporating extensive earthworks, multiple bridge structures, significant utility relocations and SMART motorway infrastructure. The tender/ contract documentation included bespoke and innovative provisions for Lump Sum earthworks in a Schedule of Rates Contract.
M1 Widening – Kariong Interchange to Somersby | 2018-2021
Andrew’s role encompassed Contractor construction program and staging reviews & analysis, commercial claims assessments & advice, and assisting in the negotiation and finalisation of claims for TfNSW related to the project comprising approximate 8km upgrade and widening including pavement rehabilitation, intersection and entry/exit ramp upgrades, and widening of existing twin bridges.
Coffs Harbour Bypass Procurement | 2020-2021
Andrew developed a Procurement Plan, in consultation with TfNSW, and provided procurement advice for the proposed 14km, 4-lane divided motorway incorporating extensive earthworks in rock, multiple bridges (incl rail) and retaining walls, 3 major interchanges and 3 tunnels. Andrew’s role included an analysis of procurement options for the best way of achieving project objectives by delivering value for money, while considering risks and constraints, including providing a recommendation for a suitable procurement option. It looked at optimising “packages” as well as the commercial form of delivery for each package.
Berry to Bomaderry Bypass | 2017-2022

Marulan Bypass Rehabilitation | 2020-2022
Andrew independently verified the tender documents prepared by others on behalf of the TfNSW Commercial Branch for the 7km dual carriageway pavement upgrade.
The project was extremely commercially complex and included supply novation and a number of special clauses for the interaction between separate supply and construction contracts.
UnitingCare Shoalhaven
Andrew provided Turnkey Project Management for the provision of a new 55-bed Ageing in Place facility (to be integrated into 4 existing buildings), the upgrade of existing facilities and the provision of substantial community and administrative areas.
The project required development of a concept and detailed design, with development and other authority approvals, within an extremely tight timeframe of 6 months from project inception. Despite the demands, the design team was assembled, designs developed and detailed, approvals obtained, and a contractor procured within the required timeframe.
The contract was let under a guaranteed maximum price contract specifically written for the project by Andrew. The procurement and contract form then led to savings of many millions of dollars for the client.
The greatest success of the project, however, wasn’t time and money; it was management of the project which enabled approximately 200 existing residents and staff to remain in full occupation whilst undertaking such a significant redevelopment.

M1 Extension to Raymond Terrace, NSW | 2023 – ongoing
The M1 Pacific Motorway extension (M1 to Raymond Terrace Major Project) will connect the current end of the M1 Motorway at Beresfield to Heatherbrae via a 10km dual carriageway motorway and includes major interchanges at Black Hill, Tarro, and Tomago and nine bridges including a 2.8km viaduct across the floodplain south of Tarro and the Hunter River at Tomago. The M1 to Raymond Terrace Major Project is broken into two contracts: a southern contract (Raymond Terrace – Black Hill to Tomago (M12RT BH2T)) and a northern contract (Heatherbrae Bypass section (M12RT HB)).
Andrew is engaged to undertake design and construction program reviews of the Contractor’s monthly construction programs and provide advice to TFNSW on contractual compliance and potential/ actual delay claims.

Whilst complying with other TFNSW requirements, there was a particular emphasis that he undertake an assessment of priorities and development of recommended actions to be undertaken by the design team post workshop early in the 80% concept design phase.
NELLIGEN BRIDGE REPLACEMENT KINGS HIGHWAY, NSW, 2018-2022
Estimating including quantities and tender box estimate, tender documentation, constructability and programming services for construction of a new 2-lane road bridge with protected footway (to replace existing) over the Clyde River.
Andrew’s role included writing tender documents, responding to RFIs, constructability advice and contractor program reviews.
NEW ENGLAND HIGHWAY UPGRADE - BOLIVIA HILL NORTHERN NSW, 2016-2018
Construction programming, constructability and contract tender documentation services for proposed 3km upgrade including a 320m long balanced cantilever bridge, road widening, retaining walls and significant temporary works.
Andrew initially developed the construction methodology/ program and then conducted contract program reviews and advice to the client.
TRANSMISSION GULLY MOTORWAY WELLINGTON, NZ, 2010-2012
Cost, Programming, Constructability and Risk services for construction of a new 27km long motorway that would form part of the Wellington Northern Corridor Roads of National Significance. These services were provided as part of the Phase II Engineering and Environmental Assessment investigations.
Andrew’s role included constructability assessments and construction programming, risk workshop facilitation and internal peer reviews of the estimate.
CRONULLA RAIL DUPLICATION SYDNEY, NSW, 2005
Constructability, construction programming services for 6.6km construction of new track, extended platforms, additional train stabling facilities, additional platform and easy access improvements, new cuttings, embankments and retaining walls to accommodate the additional track, station upgrades, ten road & rail bridge upgrades along the route, and new signal works.
Andrew was responsible for development of the contractor’s tender program, allowing for the highly restricted rail possessions and implementing strategies for the mitigation of delays if these possessions were missed.
To prevent any issues, Andrew developed a highly complex and involved construction program, undertook constructability reviews and “what if” analysis, and developed alternate strategies to reduce construction timing.

Sea Cliff Bridge Coalcliff NSW 2004
The 450-metre-long bridges brace against the Tasman Sea, up to 70 metres east of the original alignment of Lawrence Hargrave Drive. Completed in 2005, the Sea Cliff Bridge structure comprises a haunched box girder composed of prestressed concrete that was constructed using the balanced cantilever method, with five spans. Adjoining the Sea Cliff Bridge is the 210-metre-long Lawrence Hargrave Drive Bridge – often not considered as two separate bridges. This latter girder bridge that was constructed using the incremental launching method, with seven spans, ranging from 24 to 31 metres, shares a common pier with the Sea Cliff Bridge.
Andrew was responsible for development of the principal’s construction methodologies, related program and associated independent verification of the Alliance’s estimate.

Andrew is an extremely accomplished Senior Engineer on multidisciplinary Civil, Structural and related infrastructure projects such as roads, drainage, subdivisions, sewer and water applications. At the request of NZTA, Andrew undertook a Parallel Estimate of the Scheme Estimate produced by project designers for the 8km state highway upgrade project. Andrew also attended reconciliation meetings to identify areas of significant difference, verify the basis of the differing estimates and to bring those differences to within acceptable limits.
PACIFIC HIGHWAY UPGRADE - WOOLGOOLGA TO GLENUGIE NSW NORTH COAST, 2012-2014
Detailed estimating services, constructability assessments and contract tender documentation for major 32km highway and multiple bridge upgrade.
Andrew’s role included estimating, quantity takeoffs, construction scheduling, constructability assessments and development of contract tender documents for Sections 1 & 2 of the project including ICB review.
MINIMBAH BANK THIRD TRACK NORTHERN NSW, 2011
Detailed probabilistic (Monte Carlo) risk-based cost estimate for the 10.8km long project including grade separated road interchange and overpasses, as well as all trackwork, signalling, land acquisition and project delivery costs.
Services also included development of a procurement method and acting as Independent Estimator to settle on an agreed Target Outturn Cost.
Andrew organised, facilitated and documented value engineering, risk and cost estimate workshops.

PSWICH MOTORWAY UPGRADE - WACOL TO DARRA (SAFELINK ALLIANCE) BRISBANE, QLD, 2008-2009
Independent Estimating services for upgrade works involving 5kms of multi-lane, dual carriageway motorway and grade-separated interchange with the Centenary Highway including new bridges over the existing motorway and watercourses.
Services included including quantity take offs and first principles estimating of all major earthworks, road and rail works, bridge and retaining structures in parallel with the Alliance Target Cost Estimate. The estimate was ultimately reconciled to within 2% and achieved savings to the Alliance in the order of $60M.
Andrew’s role included attending meetings, internal reviews of the estimate and construction programming.
TIGER BRENNAN DRIVE EXTENSION DARWIN, NT, 2008-2009
Independent Estimator on largest and most significant section of the $127M East Arm Port access route.
Andrew’s role included preparation of an independent cost estimate, associated risk quantification and reconciliation with the contractor.
BATEMANS BAY SENIORS LIVING DEVELOPMENT NSW SOUTH COAST, 2019
Flooding assessment and stormwater drainage design for the proposed staged seniors development.
Services included stormwater drainage line relocation design and stormwater drainage design of the internal development, with substantial water sensitive urban design measures and on-site stormwater detention required.
Andrew conducted high-level reviews of the design outputs.
NAVAL COLLEGE ROAD UPGRADE VINCENTIA, NSW, 2017-2018
Services included dilapidation surveys, remediation advice and client reporting, as well as monthly site inspections and NER certification of road reconstruction works including intersections, kerb & gutter and stormwater drainage inlets along the length of the road.
Andrew was responsible for NER inspections and certification.
ST VINCENT ST & CHURCH ST INTERSECTION – NEW ROUNDABOUT ULLADULLA, NSW, 2018
Andrew managed the engineering certification inspections and review of documentation for construction of the new roundabout intersection and surrounding civil works.
WEST NOWRA RECYCLING FACILITY SHOALHAVEN, NSW, 2015-2018
Conceptual and detailed design services including technical specifications, construction plans, construction programs and cost estimates, as well as DA and CC lodgment for the proposed transfer station redevelopment.
Design works included road, drainage, pavement, signage and line-marking.
Andrew conducted civil design and contract tender documentation reviews.
SUSSEX INLET ROAD & THE SPRINGS ROAD UPGRADE SHOALHAVEN, NSW, 2016
Andrew was responsible for Engineering Certification inspections and reporting for the upgrade and road widening project. This involved a review of the construction documentation including design drawings, materials specifications and geotech test results, checking construction methodologies, attending site meetings, as well as a review of the work as executed (WAE) survey.
PICTON ROAD INTERSECTION MACARTHUR REGION, NSW, 2009
As part of the Picton Road Safety Improvements program of works, the existing Almond Street Junction was identified as requiring improvement works to provide greater traffic lane separation and improved lines of sight.
Services provided: Andrew managed the in-house designers from inception through to final approval and successful road safety audits.
All design work was undertaken in accordance with the relevant design standards and included geometric design, determining safe lines of sight, adequate turning paths for B doubles, pavement, stormwater, structural design of concrete bridging components, staging designs and constructability assessments.
Outcomes: The design was completed and constructed without contractor queries or claims.
PERISHER RANGE RESORTS SEWAGE REHABILITATION SCHEME SNOWY MOUNTAINS, NSW, 2009-2010
Services provided: Assessment and review of the wastewater systems including a desktop study of previous reports, undertaking a survey and analysis, providing a report based on new standards related to capacity of the existing systems, as well as recommendations and subsequent detailed design of required upgrade works to meet anticipated growth and demand.
Challenges: The investigation, design and construction needed to be cognisant of the extremely fragile and sensitive environmental setting, the difficult weather conditions for construction, and the need to protect the pristine marketing opportunity for the ski fields so that all works were managed unobtrusively.
Outcomes: The final detailed design solutions were tendered without any queries and the upgrade completed successfully with no contractor claims.
SEAHAWK SIMULATOR TRAINING FACILITY – HMAS ALBATROSS NSW SOUTH COAST, 2005
Full detailed design of the new $multi-million Seahawk Simulator Training Facility at HMAS Albatross.
Services: Andrew’s role included managing the inhouse civil and structural design team, engaging and coordinating all other designers (architects, interior designers, mechanical, fire, security and electrical engineers), and addressing all disparate stakeholder demands.
Challenges: The simulator required extremely demanding structural deflection limits to maintain its operational purpose. Additionally, there were many challenging security requirements including electromagnetic security and strict computer environment control. The adjacent 3-storey office building was also to be appended whilst remaining in full operation.
This training facility was the key to maintaining operational defence capability, creating very tight timelines for completion of the work.
Outcomes: The project was completed ahead of time, within budget, fully met the functional requirements, and the adjacent office remained fully operational.

Andrew provided Turnkey Project Management for the provision of a new 55-bed Ageing in Place facility (to be integrated into 4 existing buildings), the upgrade of existing facilities and the provision of substantial community and administrative areas.
The project required development of a concept and detailed design, with development and other authority approvals, within an extremely tight timeframe of 6 months from project inception. Despite the demands, the design team was assembled, designs developed and detailed, approvals obtained and a contractor procured within the required timeframe.
The contract was let under a guaranteed maximum price contract specifically written for the project by Andrew. The procurement and contract form then led to savings of many millions of dollars for the client.
The greatest success of the project, however, wasn’t time and money; it was management of the project which enabled approximately 200 existing residents and staff to remain in full occupation whilst undertaking such a significant redevelopment.
STRUCTURAL & CIVIL DESIGN AND REVIEW NSW, 1995 - 2022
Andrew has prepared or reviewed over one thousand damaged structural and civil components for clients such as Government Authorities, insurance companies, defence, strata agents, builders, developers and owners.
Structural design work has variously included engineering for timber, concrete, steel, glass and composite materials.
Civil infrastructure design work has variously included: surveys; geotechnical investigation, interpretation and recommendations; pavement designs; stormwater analysis and design; geometric design of roads; water and wastewater design.
Project types have included: major defence buildings; radar and communications towers; schools; railway stations and related facilities; hospitals and aged care facilities; hotels; recreation facilities such as tennis courts and swimming pools; residential units and houses; driveways; public buildings & halls; shopping centres; factories, including tilt up panels; dairies; storage units; multi-storey developments; cemeteries and crematoriums; cranes; roads, car parks and bridges; stormwater, on site detention systems, retention basins, subdivisions; sewer reticulation and pump stations; water reticulation; revetment works; jetties and ferries.
